Sri Lanka has been recognized as an “Advancing” country in the Global Cybersecurity Index (GCI), reflecting its dedication to improving cybersecurity practices across various dimensions. The GCI, published by the International Telecommunication Union (ITU), serves as a credible metric for evaluating global cybersecurity commitments. The 2024 GCI assesses countries based on five pillars: Legal, Technical, Organizational, Capacity Development, and Cooperation.
In this edition, 193 nations are categorized into five tiers, with Sri Lanka classified as a Tier 2 (T2) – Advancing country, scoring between 85-95 out of 100. This status indicates a robust commitment to cybersecurity through coordinated government actions and the implementation of recognized measures across multiple pillars.
Sri Lanka’s progress is evident, having improved from ranks of 83rd in 2020 and 84th in 2018 prior to the introduction of its first cybersecurity strategy. The report highlights strengths in Legal, Technical, and Capacity Development measures, while identifying Organizational and Cooperation aspects as areas for improvement.
Sri Lanka CERT is committed to enhancing the nation’s cybersecurity framework with initiatives like the National Cybersecurity Strategy (2025–2028) and capacity-building programs, aiming for a future Tier 1 role-modeling status.
